India manufactures 5% of cloth through organized sector, 20% through Handloom sector, 15% through knitting sector and 60% of Indian cloth is produced through decentralized power loom sector.
Karnataka has a significant presence of powerlooms. there are about 120000 looms engaged in weaving of silk and cotton. Power looms are mainly concentrated in Belagavi, Bagalkote, Tumkur, Bangalore Urban and Rural Districts.
The thrust of the department is to modernise the powerlooms and support them. Karnataka State Textile Infrastructure Development Corporation (KSTIDC) has been set up with main focus on development of Powerlooms.
To facilitate the power loom weavers the department is implementing following schemes:
Weavers Special package Scheme consists of the following sub components from
(a) to (i) for the Beneficiaries to make them self employed & bring them to main
stream of the society.
1. Supply of 02 Ordinary Power looms & Accessories :
The Existing powerloom industries in order to change the designs each time, they
have to change the mechanical settings. Hence, to avoid this and to get more
number of designs with minimum expenditure, the electronic jacquards are
introduced. This will help in producing separate designs on each saree.
The Existing powerloom industries are using manual knotting for new warp beams,
it take more time. Hence, instead of manual knotting, Knotting machines are used
to help in fast knotting

How it helps:- Providing house for living and installing loom for houseless weavers to carry out weaving activities.
5. Power Subsidy :The Preloom & Powerloom units having power connection of 1 to 20 H.P are eligible to avail the subsidy from the department by fixing subsidized tariff rate @ 1.25 per unit, which has to be paid by weavers & difference amount of actual levy of electric charges tariff rates & subsidized tariff will be borne by the Department.
1. Common facility centre :
Assistance will be provided to construct Common Facility Center to weavers Societies.
The products produced by the SC/ST weavers are transported and marketed by using transport vehicle.
Under this scheme pre-loom machineries like winding, warping, testing and deing equipments will be provided to the SC/ST weavers.
15 powerloom weavers have to register S.P.V or working under co-operative fold can utilize this scheme.
Beneficiaries having experience in processing/sizing can form an S.P.V and utilize this scheme to establish a sizing unit where there are more powerlooms cluster / area.
